An annual household income of $15,000 qualifies a household for the upper income quartile in these simulations. Even within this population, however, benefits of acceptance into the program are closely related to the educational attainment of the participant. While even choice-rejected parents at the upper end of the education distribution are likely to show gains in participation, choice accepted parents in the lower quartile of educational attainment are only expected to show about two-thirds of the gains as parents at the mean or top quartile of educational attainment.
In fact, one of the original publicly funded voucher programs-the Ohio Pilot Scholarship Program-allowed public schools in fifteen neighboring school districts to accept the vouchers of 21 22 SCHOOL CHOICE AND THE FUTURE OF AMERICAN DEMOCRACY Cleveland's public school students. No public schools in these wealthier districts with smaller minority student populations chose to accept vouch ers. Given the results from the Milwaukee data, however, it is likely that it is some of both. The second step in the analysis is to use fitted values from the regression to predict a probability of leaving the public schools for each parent who remains in the assigned public schools.
